Background

The Contract Specialist / PD2 System Administrator / Requirements Administrator is primarily responsible for serving as the lead administrator for the Procurement Desktop-Defense (PD2) system in support of the Government Contracting Officer. The contractor shall provide regularly scheduled and ad hoc reports, functional and technical training, and advice and guidance to users. Future versions of Procurement Desktop-Defense (PD2) may include software applications and/or architecture changes, and the contractor shall be responsible to stay abreast of the latest PD2 developments, maintain system proficiency, and assist the Government with coordinating and executing system upgrades. The contractor should possess at least eight (8) years of experience using FAR Parts 12, 13, and 15 for pre- and post-award activities for commercial commodities and services, as well as One (1) year experience as a PD2 System Administrator. As a contract specialist the contractor will be performing non-warranted 1102 series contracting specialist duties, be totally functional in the operation of DoD contracting specialist tools, including proficiency in the PD2 Contract Writing System. The contractor shall possess a solid foundational understanding of both Federal and DoD contracting policy, rules, methods, and regulations.

The Commercial Support Specialist shall be responsible for assisting the Government Contracting Officer with executing cradle-to-grave acquisition management for a broad range of commercial and non-commercial products and services, to include:

Various commodities Advisory and assistance services IT support services and system integration Sustainment for weapons system programs Assisting the Government with coordinating and executing PD2 system upgrades Personnel are accountable to research, interpret, and work within the FAR, DFARS, DPAP, DAR Council, and MAJCOM guidelines to assist with developing sound strategies and innovative business decisions. Customer requirements will be both classified and unclassified. Job specific duties include:

Providing regularly scheduled and ad hoc reports from the PD2 system Providing functional and technical training on the PD2 system Providing advice and guidance to users of the PD2 system Day to day responsibilities shall include:

Preparation and review of pre-award and post-award documents, analysis of cost and price factors, performance of procurement procedures applicable to simple and complex procurements, advising requiring activities on processes related to inspection and acceptation of goods and services, and coordinating the receipt of invoices with the Resource Management Section. Interpretation of solicitation provisions and contract clauses for vendors and government officials providing professional advice and recommendations to decision makers and approval authorities. Contractor shall perform contract administration and coordinate performance measurement with the requiring activity. Assisting the Contracting Officer with performing contract closeout functions for Firm Fixed Price and Cost Reimbursable contracts. Duties include interfacing with Program Office and Budget Office to verify that deliverables have been received by the Government and all funds have been expended, initiating applicable contract modification documents, drafting documentation and preparing the closeout file for the Contracting Officer’s review and approval.

Minimum Position Requirements

Preference for MA/MS, BA/BS acceptable. Prefer degree in IT, accounting, law, business, finance, contracts, purchasing, economics, project/program management, industrial management, engineering, quantitative methods, organization and management, etc. Eight (8) years contracting experience using FAR Parts 12, 13, and 15 for pre- and post-award activities for commercial commodities and services. One (1) year experience as a PD2 System Administrator. Certification Required: Level II Defense Acquisition Workforce Improvement Act (DAWIA) or Federal Acquisition Certification in Contracting (FAC-C). In the absence of these certifications, equivalency shall be demonstrated by providing training certificates for all required courses that lead to level II Certification. PMP is acceptable alternative. Prefer DoD or other federal government experience. Communicate effectively, both in writing and orally PD2 system administration MS Office knowledge Adept in the operation and utilization of contemporary office machines (copiers, faxes, scanners, etc.)

Desired Education And Experience

Government acquisition or contract management experience and PD2 System Administrator experience, to include but not be limited to: Providing PD2 system administration, serving as an advisor to customers, providing acquisition planning support, providing assistance to the government in preparing contractual documents, assisting with contract closeout activities.

Security Clearance Requirement

Current DoD TS/SCI Clearance with Dates Received or Renewed
