STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Political Science, International Development, Development Economics, Marketing Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses. Language: Fluency in written and spoken Arabic and English is required

  ORGANIZATIONAL CONTEXT

These jobs are found in Country Offices (COs), and typically report to a more senior Government Partnerships Officer. Job holders are likely to be working closely with a more experienced professional staff member, receiving guidance and regular feedback on work performed.

JOB PURPOSE

The United Nations World Food Programme (WFP) is the largest humanitarian agency fighting hunger worldwide. WFP’s Regional Bureau Cairo (RBC) covers 18 operations in the Middle East, North Africa, Europe and Central Asia, reaching some 30 million people with food assistance. RBC provides strategic guidance, policy/technical support and direction to WFP operations and activities in a region marked by protracted and complex conflicts. With the WFP Strategic Plan 2017-2021 and Corporate Partnership Strategy providing overall guidance, RBC’s Government and External Partnerships team leads the implementation of the regional strategic action plan on partnerships. In this context, the team works to monitor and analyze global and regional trends, partner priorities and opportunities, and to develop strategic partnerships in support of WFP country office operations.

Under the supervision of the Head of Government and External Partnerships, the Government Partnerships Officer SC8 will support regional engagement with UN agencies, NGOs and other external partners. Working closely with communications, external partnership and policy/programme colleagues, the Government Partnerships Officer will collect, analyse and report on information to develop new and existing government partnerships and support resource mobilization for the RBC region.

KEY ACCOUNTABILITIES (not all-inclusive)   Contribute to the management of a portfolio of partnerships, providing coordination, data and analysis to support effective solicitation of contributions, donor stewardship and assessment of results. Provide support to technical units and country offices in order to assist them, as required, to effectively mobilise donor resources. Highlight fundraising opportunities and resourcing issues to stakeholders through briefs and participation in corporate processes in order to ensure that concerns are adequatel considered. Collate data and contribute to preparation of accurate and timely reporting on donors and programmes, to enable informed decision-making and action planning by senior stakeholders. Track and collate data to support senior managers in developing new strategies to maintain and increase funding from new and traditional donors. Work in collaboration with other relevant colleagues to ensure the flow of information and align activities, including to ensure donor visibility and donor conditions are met. Any other duties as required.



DELIVERABLES

Timely responses to queries from RBC and country office colleagues for government partnership and resource mobilization guidance, particularly in support of Country Strategic Plans and country-level Partnership Action Plans. Up-to-date government partnership knowledge management tools, including donor mapping (including roll-out of salesforce), calendar of donor reports, contact lists and archive of proposals and reports. Knowledge bank of latest developments on donor policies on international humanitarian/development assistance, alongside an archive of WFP partnership policies, guidance and corporate positioning. Ongoing donor / government partnership / funding opportunities mapping across the region to track progress on the fundraising efforts for the RBC. Support to RBC’s support in CO resource mobilization including through preparations of donor briefs, for corporate and regional events alike. Working with RBC communications colleagues, support implementation of donor visibility.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience: At least two years of work experience in a programme, fund or agency of the United Nations in the areas of external relations, partnerships, resource mobilization, communications, public information or programme support. Knowledge & skills: Knowledge of the United Nations system, its key actors and coordination mechanisms at the regional level is desirable. Understanding of the current challenges and trends in humanitarian and development assistance in the RBC region would be an advantage.
