Description This position will support DCS’s subcontract management and administration needs across its U. S. Government prime contract business base.
Essential Job Functions Plan, develop, negotiate, award, manage and administer subcontracts and subcontract purchase orders in a Federal Contractor Purchasing System Review (CPSR)-compliant purchasing system environment, including but not limited to the following: Negotiate terms and conditions for consultant agreements, letter subcontracts and subcontracts, setup and maintain CPSR required folders, prepare and issue competitive and/or sole source RFPs to subs, provide price/cost analysis, conduct source selections, issue funding and tasking via purchase orders in the CostPoint procurement module, approve invoices, and perform closeout functions. Assist in the preparation of subcontract requirements and purchase requisitions, working together with technical program managers, requisitioners, and contract administrators.
Collect annual subcontract representations and certifications, executive compensation certifications, subcontract ISR/SSR reports and manpower reports, document the socio-economic and size standard qualifications of subcontractors, and participate in the vendor rating process.
Interface and negotiate directly with subcontractors and vendors as DCS’s official subcontract representative.
Requirements Due to the sensitivity customer related requirements, U. S. Citizenship required.
BA/BS Degree in Accounting, Business, Finance, or Mathematics, or five years’ additional experience.
5+ years experience in Federal contracts/subcontracts management on the contractor side.
Must have strong Subcontract terms and conditions development and negotiation skills.
Must have experience assisting program managers in preparing sole or single source justifications, where necessary, in a CPSR environment.
Must have experience documenting cost and price analyses of proposals and quotations solicited and received from subcontractors.
Experience preparing and issuing subcontract purchase orders (task orders) in the CostPoint Purchasing System module is a plus.
Must be customer service oriented with the ability to effectively communicate and interact with senior management.
Must be able to handle multiple tasks and effectively manage competing priorities and recognize changing deadlines.
Must be able to work with minimal supervision.
Excellent written and verbal communication skills.
Desired Skills Experience working in an approved, CPSR-compliant purchasing system a strong plus.
Experience with MS Office and Adobe Acrobat a plus.
Proficiency in using the CostPoint purchasing system module is desired
