Job Description

Purpose of the position

The position will report to the Finance and Management Reporting Manager under the Finance Department, and will work closely with the Project Managers and Scientists to provide critical support to ICARDA research programs in the management of finance and administrative processes related to research projects and their associated budgets.

Main responsibilities

Budget and Financial Management

Ø Coordinate the process for projects budgets formulation and allotment and provide technical support to project managers to prepare projects budgets;

Ø Participate in and contribute to the strategic planning for better project delivery by supporting improved and proactive planning and monitoring;

Ø Monitor projects budget expenditures and advise project managers on reallocation of funds when necessary;

Ø Work closely with Project Accountant to prepare monthly variance analysis and financial reports of project budget and actual expenses for review and action of the relevant Project Leaders and finance department.

Grants Management and Donor Reporting

Ø Develop the budget of project proposals in coordination with the Proposal Development and Grant Management Office and the Finance Department;

Ø Ensure accurate accounting of project funds;

Ø Work closely with the Project Accountants and Project Leaders on the preparations Projects Financial Reporting, and ensure their timely submission, as required by donors;

Ø Set up a system for the effective monitoring delivery of milestones, outputs, and other project reporting obligations required in the Partnership Agreement with the CRP Lead Centers and CGIAR System Office, and all sub-contracts under Projects.

Partners Contract and Financial Management

Ø Monitor project funds released to partners and collaborators of the project;

Ø Facilitate partners’ technical and financial reporting, by establishing simple and effective procedures;

Ø Assist Scientists in the development and monitoring of partners’ sub-contract agreements, and in ensuring reporting requirements under those agreements are met.

Resource Planning and Time Management

Ø Assist research programs in managing Program resources to ensure efficient execution of research and training activities within established budgets, including preparation of yearly time allocation matrix, identification of gaps, budgeting for vacancies, and ensuring full cost recovery of personnel costs;

Ø Assist Scientists in managing consultants by monitoring expected delivery of milestones and outputs within the established timelines and budget.

Education, Qualifications And Experience

Bachelor degree in either Accountancy, Business Administration, Economics or related field At least 4 years’ experience in Project Management obtained in a consulting firm, an international organization or NGO, or similar multi-project work environment; Master’s degree in Business Administration or a certificate from Project Management Institute or similar qualifications is an advantage; Experience with budget development and monitoring and project administration; An effective and energetic team player, with excellent communication and interpersonal skills able to work effectively in a multidisciplinary and multi-cultural environment; A good command of spoken and written English; Strong self-motivation and innovative skills; Proficiency in the use of Microsoft Excel and practical skills in Microsoft Project, or other Project Management software.
