Job Description
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
For This Exciting Role Our Ideal Candidate Is
A university post-graduate with a focus on agricultural value chain and extension services. A minimum of 3 years of relevant project management and/or technical advisory experience in a humanitarian/recovery context. A keen understanding of emergency Food Security response. A strategic thinker, who can identify, plan and oversee the implementation of key project activities. Technical experience in one or more of the following areas is also highly desirable: Food & agricultural assessments, analysis and implementation; Gender and Youth sensitive programme planning; Vegetable production, mechanized agriculture and small and medium scale farming systems; Agricultural value chains & business development; Extension and advisory systems/structures; Partnership development; Technical Cash Transfer Programming expertise

Role And Responsibilities
The purpose of the Food Security Project Development Manager position is to manage and provide technical guidance in the Agricultural livelihoods components of NRC’s programmes in Damascus accessible project sites. The incumbent will develop partnerships, and complementarities of Food Security interventions with other NRC Core Competency teams in those respective Area Offices.
Specific Responsibilities Include
Lead the start-up, assessments and implementation of food security-related livelihoods projects in NRC project sitesDevelop strategies and proposals for NRC food security and associated livelihoods responses on a national level in line with overall NRC country strategy with support of the Resilience AdviserCollaborate with all other Core Competencies on assessments, analysis, design and implementationProvide technical support to NRC’s cross operations in further Area Offices in SyriaProvide technical guidance to food security teams and support functionsTogether with M&E staff, design and implement appropriate monitoring systemRepresent NRC in coordination mechanisms as appropriatePilot, validate and manage Cash Transfer Programming (CTP) modalities within Food Security projects, with the support of the Cash AdviserBuild staff capacity related to CTP in all areas of the project cycle, with the support of the Cash AdviserProvide evidence on the outcomes of projects implemented through CTP, with the support of the Cash Adviser
