Program Description: Community Outreach
The Community Outreach Services (COS) serves many purposes in maintaining contacts with both individual community members as well as the diverse array of Community-Based Organizations (CBOs) in the Greater Cairo area to improve refugee services in Egypt overall. The Outreach team is the main and central body for any new contact or visit, with staff members fully knowledgeable of the services provided by StARS in order to represent the organization as a whole. Community Outreach also improves coordination between StARS programs, especially when striking relationships with the same organization. Community Outreach collects vital data on each CBO in the community and assesses the CBOs’ needs and through coordination with other StARS’ programs, or through collaboration with other service providers, decides what actions should be taken to meet the CBOs needs.
Community Outreach services at Saint Andrew’s Refugee Services and the CBOs’ Development Project
StARS’ Community Outreach (CO) works closely with Community Based Organizations (CBOs) from all major refugee communities to enhance their self-reliance and develop their capacity to deliver direct services to vulnerable members of their communities. With the support of the new CBO’s Developing Project, CO will implement a new, innovative, and unique project, which has the potential to change the landscape in a positive way for the majority of refugees and vulnerable migrants not just in Cairo, but potentially in the urban refugee setting in other areas in the world.
Role: Fundraising Manger
Under the supervision of the Deputy Director for External projects, the Fundraising Manager is responsible for:
Programmatic duties: Develop community fundraising tools and approaches when working with CBOs and StARS staff.
  • Research and keep abreast of resource mobilisation and fundraising techniques and opportunities.
  • Create and manage a potential donor database.
  • Work closely with Community Outreach Policy and Advocacy Officer to create strategies for partnership building with potential donors.
  • Coordinate with the Livelihoods program to develop strategies for resource mapping and analysis for CBOs.
  • Develop and conduct workshops and trainings on resource mobilization and fundraising for CBO leaders, as well as with StARS staff.
  • Design monitoring and evaluation tools for the workshops/trainings/plans in coordination with the M&E officer.
  • Receive feedback from CBOs on the practical application of the workshop/training materials that can be incorporated into the design of the workshop when conducted again.
  • Prepare and monitor progress in fundraising strategies for CBOs from different communities.
  • Visit each CBO to track their progress, provide support, and further identify their needs as related to resource mobilisation.
  • Assist CBOs in compiling and developing materials to submit to granting or other funding organizations.
  • Promote information sharing within the CO program and StARS
  • Other duties as assigned
Administrative
  • Contact participants, print and organize training/ workshop materials.
  • Assist in gathering and logging reporting materials.
  • Input program interventions in the Outreach system.
  • Assist in the preparation, set-up, and implementation of the annual Outreach conference.
  • Additional tasks as assigned.
Communication
  • Foster strong, collaborative, and trustful relationships with CBO leaders.
  • Maintain, as possible, an even spread of communication across the different CBOs.
  • Listen actively and respond to the needs of CBOs while keeping in mind the capacity of the program.
  • Maintain strong communication with the Outreach staff, as well as other StARS focal points and programs.
Essential Requirements
  • English being the official language of StARS, the Fundraising Manager must be fluent in oral and written English; fluency in Arabic or another refugee language (Somali, Oromo, Amharic, Tigrinya, Tigre etc.) highly desired
  • Relevant academic degree and proven experience in resource mobilization in middle and lower income countries.
  • Knowledge of refugee context in Egypt
  • Ability to work creatively with CBOs and communities with different ranges in capacities and resources Demonstrable experience of understanding donor behaviour
  • Strong communication skills across different cultural backgrounds, both written and orally.
  • Excellent facilitation skills, with experience as a trainer or teacher; specialized experience in the development field (resource mobilization etc.) an asset.
Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Strong analytical and observational skills and ability to think creatively, take initiative, and react to situations with flexibility.
  • Ability to work well independently and in a team.
  • Willingness to travel to/from community meetings in refugee communities.
  • Diplomatic skills and sensitivity to perceived biases.
  • Organized, self-motivated, and reliable.
Preferred Requirements
  • Experience working with or for refugees.
  • Knowledge of StARS’ programs.
  • Experience with collecting and reporting on data.
  • Proven experience with community fundraising in different contexts.
Working Hours: The Fundraising Manager is expected to be at work for 40 hours per week, between the hours of 9:00am and 5:00pm, from Sunday to Thursday. Longer hours, evening and weekend work are sometimes necessary. Work will be conducted both in StARS premises and also in refugee communities and centers.
Supervised by: Deputy Director for External Projects
Salary: 9,300 EGP per month, rising to 10,300 EGP per month following successful completion of three-month probationary period, with 4,020 EGP/ year medical allowance and 100 EGP/month saving scheme contribution upon completion of probationary period.

This position is subject to a three-month probationary period, at which time the employee’s performance will be reviewed and probation may be extended.
