Position Summary

The Port Engineer in Alexandria, Egypt shall have a primary role in supporting the PMS 326 Country/Program Manager. This individual will have a purely advisory role under the authority and guidance of NAVSEA. The Port Engineer will provide timely reports to PMS 326 detailing the progress/status of maintenance for ship overhaul efforts, and provide oversight and insight regarding the team’s performance. The Port Engineer shall make necessary assessments based on operational and maintenance requirements and assist the NAVSEA team in advising the host Navy in varied approaches to supporting the Egyptian Navy.

Essential Duties And Responsibilities

Screen the results of the Pre-Overhaul Test & Inspection (POT&I) and document as work candidates before they are entered into the CSMP. Additional work candidates are assessed from the existing deferred maintenance actions held within the CSMP. In addition, the Port Engineer includes work candidates related to ship alterations, equipment upgrades, and class maintenance items planned for execution in the upcoming availability.Chair all Work Definition Conferences (WDC) attended by; the EN KPPO Manager, Brigade Chief Engineer, Ship’s Chief Engineer, Industrial Manager, Availability Planning Manager, Ship Superintendent, and SRF Shop Managers.If any work is deferred as a result of this process, retain for history and possible inclusion to a future availability.Analyze work package labor hours to be consumed and compare to available resources.Maintain coordination with contractors to ensure resolution of manpower and technical issues. Work with other contractors to ensure that the work package falls within the established budget.Monitoring budgetary Maintenance Availability milestones.Advise PMS 326 on technical issues with work packages.Provide recommendations for long range availability schedules in MS Project based on working knowledge of availabilities and taking into account all requirements for planning.Coordinate with the EN shipyard, government field activities, and FMS contractors in the performance of ship repairs.Reporting to PMS 326 and insuring the appropriate design standards, policies, and design criteria are properly invoked and for coordinating the resolution of key design issues under their cognizance.Provide recommendations for work items/packages in conjunction with the FMS Contractor, and coordinate procurement of recommended materials. Inspect machinery, equipment, and or spaces outlined in work requests, recommend job specifications.Investigate equipment casualties in coordination with FMS contractors, if requested/required, determine cause, and provide possible methods of operation to prevent recurrence of casualty.Review the combined sum of maintenance requirements and prioritize through the coordinated efforts of the Brigade Engineer, Ship’s Engineer, TAT, and Port Engineer.Maintain an accurate/updated ship Configuration Management (CM) data package for assigned ships.Identification of systems with obsolete issues. The logistics department, working in conjunction with the Technical Assist Team (TAT) and Port Engineers will identify and research the availability of USN supply system alternatives and procures them via the system (if available). If there are no supply system alternatives available, the issue is then escalated to NAVSEA/NAVSUP for further research and action.Maintain a Master File of all Condition Reports (CR). Growth work not approved for accomplishment shall be documented in the ship’s CSMP for potential accomplishment in future availabilities.Provide recommendations and or oversight for training of Egyptian Nationals.Advocate for the ship’s Chief Engineer and Armament Officer in obtaining off ship support for troubleshooting and repair of failed systemsAssist ship’s crew in the performance of material condition assessments, inspections and documentation of deferred maintenanceAssist in review of engineering logs, condition based maintenance monitoring equipment, and ICAS data to identify trends and potential problemsCollaborate with 3MC execution of PB4M and scheduling of preventative maintenanceCoordinate with PMS 326 Program Office and PMS 326 On-Site Manager on Program initiatives and FOTS Case ManagementCoordinates I & D Level Repair availabilities executionCoordinate with EN FOTS In-Country Team Leader in obtaining required SupportAssist 2nd Brigade with generation of ELRP documentation requirements to ensure the Brigade resource requirements are properly articulated and considered during FMS Case generation and funding authorizationsAssist quality assurance oversight and compliance with regulatory requirements of repairs performed by visiting teamsCoordinate support requirements of OEM/Vendor/ USG visiting teams dispatched to troubleshoot and repair ship systems

Required Qualifications

Ten (10) years of Naval Combat Systems operation and maintenance experienceKnowledge of depot level combat systems alteration, maintenance and integrated test proceduresKnowledge of and experience of maintenance and modernization aboard naval vesselsDetailed experience with one or more of the following weapon systems (RAM, CIWS, Harpoon)Active SECRET clearanceSkilled in Microsoft Excel, PowerPoint, Word, and MS Project

Bachelor’s degree in engineering or management related field3MC experience

Security Requirements

Applicant will be subject to a security investigation and must meet the eligibility requirements to obtain and maintain a security clearance issued by the US Government. In addition to the security clearance, this position may require an additional background screening
