Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience working directly with persons with mental retardation or other developmental disabilities.

Substitutions

A registered nurse license will substitute for the required degree.

A baccalaureate degree in psychology, sociology, or social work will substitute for one year of the required experience.

A master's in psychology, social work, physical therapy, occupational therapy, speech communications, speech pathology, nursing, education, counseling, therapeutic recreation, or rehabilitation will substitute for one year of the experience.

Specialized degrees less than a doctor of medicine or osteopathy will substitute for a maximum of one year of the required experience.

A doctor of medicine or osteopathy degree will substitute for two years of the required experience.

All specialized degrees will substitute for a maximum of two years of the required experience.

Note

Any college hours or degree must be from a school accredited by one of the following regional accrediting bodies: the Middle States Commission on Higher Education; the New England Commission of Higher Education; the Higher Learning Commission; the Northwest Commission on Colleges and Universities; the Southern Association of Colleges and Schools; and the Western Association of Schools and Colleges.

To direct activities of staff involved in providing the support, care and training of individuals with developmental disabilities providing technical and professional expertise in implementing and monitoring individual active treatment plans for each person in the home.

Direct-line over lower-level OCDD Active Treatment Specialists, Residential Services Specialists and other staff members.

Job Distinctions

Differs from OCDD Active Treatment Specialist 3-A and OCDD Active Treatment Specialist 3-B by the presence of 24-hour managerial authority and responsibility for resident safety, care and training programs.

Examples of Work
Directs the delivery of resident training services and implementation of each individuals active treatment plan.

Supervises all assigned staff employees with 24-hour responsibility for assigned home.

Directs staff conferences regarding the facility programs to coordinate resident support, care and training activities with other disciplines such as occupational therapy, physical therapy, recreation therapy, psychology, and social work.

Directs the development, implementation, monitoring and revision of active treatment, behavior support and activities of daily living plans for all people residing on a home.

Determines schedules of people's activities and supervision to ensure adequate staffing to meet standards.

Performs quality review and compliance work by reviewing assigned residents individual written active treatment plan for accuracy, content, programs, services, therapies and activities planned for each resident. (Each component must meet applicable federal and state certification, accrediting and licensing standards.)

Review written plans for inaccuracies, inadequacies, deficiencies, and discrepancies and takes steps for corrective action or notifies appropriate professional/administrative staff.

Re-evaluates and re-investigates those plans found out of compliance to ascertain if subordinate staff are taking corrective actions as directed.

Compiles data from central and unit records in preparation of statistical reports.

Monitors/authorizes any extraordinary restrictions of the individuals' freedom or rights
